Executive Cynthia Utrom of Techno Cosmic Research Institute (TCRI) dispatches a team to find renegade scientist Baxter Stockman, who plans to construct his own mutant animal family, beginning with a housefly, using a mutagenic ooze he has generated. Cynthia's strike group stops Baxter, and he is killed in the ensuing explosion, the mutagen falling into New York City's sewers. Splinter, a rat, and the four turtle brothers Michelangelo, Leonardo, Raphael, and Donatello are transformed into humanoid mutants by the mutagen, and Splinter later takes the turtles under his wing.
