On a Mediterranean Sea island, King Magnifico and Queen Amaya founded the kingdom of Rosas many years ago. Magnifico, having studied magic, is able to fulfil his subjects' deepest wishes; they all surrender their memories of their requests to the king, who will keep them sealed and safe until he can fulfil them. Magnifico selects one request to be fulfilled at a ceremonial occasion once a month. On the day of her grandfather Sabino's 100th birthday, Asha, 17, gets ready for her interview to become Magnifico's apprentice. She hopes that Magnifico would fulfil Sabino's ambition to inspire others. The conversation proceeds smoothly up until Asha asks for Sabino's wish to be fulfilled, which Magnifico refuses after realising the wish's
While trying to persuade Sabino and her mother Sakina that Magnifico is lying to them, Asha is unsuccessful. Feeling devastated, Asha casts her own wish onto a star.
To her amazement, the star materialises as an anthropomorphic ball of light, which she calls Star. Asha's beloved goat, Valentino, gains the capacity to communicate thanks to Star's magic, which leads Asha to ask Star for assistance in fulfilling her family's wishes. Magnifico is afraid of Star because he can sense her presence among all the people in the realm. His subjects start to question his style of government, so in spite of Amaya's entreaties, he resorts to banned dark magic to hold onto power.

Asha retrieves Sabino's wish and he is overjoyed to be able to remember it, but Magnifico arrives to arrest them, having been informed that Asha was responsible for Star's summoning. Corrupted by the dark magic, Magnifico intends to use Star's magic and Rosas' wishes to increase his own power, forcing Sabino and Sakina to flee to a nearby island while Asha, Star, and Valentino stay behind to free the citizens' wishes. One of Asha's friends Simon is revealed to be the one who sold her out to Magnifico, in hopes that his wish to become a knight would be granted. Magnifico grants the wish, but additionally bewitches Simon into being his henchman and capture Asha.
Unwilling to give up, Asha encourages the citizens to make a wish about changing Rosas' future. The strength of their collective desire eventually overpowers Magnifico, whose magic turns against him by trapping him inside his staff's mirror while the citizens regain their sealed wishes with a newfound appreciation of pursuing them.
Amaya becomes the sole ruler of Rosas, helping the citizens make their wishes come true on their own. A regretful Simon is forgiven by Asha and her friends. Star gifts Asha with a magic wand so that she can inspire people to keep dreaming before returning to the sky among the other stars.
