A bus carrying a bunch of people travels at the beginning of the story. When a man convinces a group of hooligans into getting off the bus, the vehicle stops in the middle of its journey and they start to cause trouble. A passing convoy is suddenly ambushed, and the assassins attempt to assassinate the man inside one of the cars. Later, the bus stops for a tea break, and the hooligans arrive at the same moment. By being quick to thwart the attack, the man captures and apprehends one of the attackers while taking the lives of several others. Two of the group are able to get out of the motel.

Inspector Amar Damjee Rathod (Aamir Khan) is this man, and the person in the car turns out to be Chief Minister Vishwasrao Chowdhury (Raza Murad). Amar impresses the minister, and he is given the responsibility of finding the individuals responsible for an international scam involving millions of rupees. Amar pledges to do the work as efficiently as possible.

reveals that Chaubey, the CM's assistant, was the one who carried out the scam and was attempting to avoid being discovered; for this reason, he had instructed the assassins to target the CM. Chaubey becomes irritated with Amar's attempts to break the back of crime as he realises how near Amar is becoming. Then, Chaubey accuses Amar of killing Police Commissioner Mazumdar's (Kulbhushan Kharbanda) daughter.

Following a protracted battle with chief assassin Raghu, Amar and a few other prisoners escape from prison. He then devises a plan to pose as a lady in order to track out the individual responsible for all of this. When he locates Chaubey, he knows that he is the one who murdered his parents. In the end, Chaubey's assassins attempt to assault the CM once more by holding everyone captive in a 12-story tower, but Amar eventually eliminates them all. Amar stops Chaubey from trying to flee the scene in a helicopter from the terrace, and he ultimately pushes Chaubey into a satellite dish, electrocuting him to death. The Chief Minister and the Commissioner of Police congratulate Amar.
