Shutting down the internet has posed a serious threat to democracy in Kashmir


Internet shutdowns and curbing freedom of speech and expression are repugnant to the idea and practice of democracy. It has been observed that censorship and control over internet-based communication curtail freedom of expression.     However,under the current wave of globalization and demands for greater transparency, the central and state governments of India should encourage all forms of communication-based on the internet and consolidate democracy in the long run.

Government of India’s tendency to unreasonably shutting down the internet in Kashmir and the rest of India under the guise of preventive measures would undermine freedom of expression and opinion in the country. 

deals with the cases of internet shutdown in India relating to the government’s policy on anti-terrorism in J&K and the Citizenship Amendment Act introduced throughout the country. The study concludes that the Government of India has brought about the diminishment of the basic rights of citizenship, and it is desirable to abolish internet shutdowns and uphold human rights in the Kashmir valley and equal treatment to all citizens. Freedom of expression and opinion, freedom of trade and business through the internet have become basic rights of the citizens in a mediated democracy.
